| 摘 要： | 随着信息和通信技术的发展,各种不同的通信网络运营商能够提供相同或相似的通信服务。中国通信网络产业已进入了电信、广电、计算机"三网融合"时代。通信网络市场形成了一些新的特征,这些特征使得通信网络运营商采用了不同的竞争行为,从而对当前的公共政策提出了很多挑战。
