电子货币监管的国际经验与启示

本文试图通过探索电子货币监管的国际经验和我国电子货币的发展特点,为我国电子货币监管提供参考建议。研究发现,多个国家和地区在电子货币的监管理念、监管模式、监管对象和监管内容等方面具有一定的共性规律。即监管理念呈现鼓励发展和防范风险并重的特点;监管模式包括功能型、主体型和专题型三种类型;监管对象包括银行和非银行支付机构;监管内容涵盖资金及账户安全等方面。其启示我们要建立和完善我国的电子货币监管体系,以鼓励创新,维护支付系统安全。

The International Experience and Enlightenment in Electronic Currency Regulation
