| 摘 要： | 人口老龄化是人类社会发展的大趋势，也是世界各国面临的巨大挑战。由此，如何应对老龄化产生的老年风险是需要研究的重要课题。应当通过建立老年风险的主动防御机制、多层级化解机制和内在适应机制，走以“健康、参与和保障”为标志的“积极老龄化”之路，化老年风险为发展机遇，实现养老保障事业的持续健康发展。
