全面建设小康社会制约因素及对策探析——以陕西为例

通过对陕西全面建设小康社会发展进程进行分析和评价，探析了陕西加速发展存在着产业结构转型滞后、城市化水平低、对外开放程度不够、经济实力薄弱、经济发展投入不足、科教发展不能满足经济社会发展的需要等制约因素，认为陕西应通过推进工业化、城市化，实施科教兴省、环境优化等战略，加快小康社会建设。
