探析金融结构变迁背景下的区域金融安全网框架设计

国有四大银行在我国区域金融结构中的垄断地位已被打破,以四大商业大银行为主体、中小银行机构参与竞争的银行体系逐步形成,传统的以国家信用为基础的区域金融安全网存在的问题日益显现。当前,应逐步完善以中小银行机构为核心的新的区域金融安全网,将地方政府管理纳入事前防范体系;重点构建事后处理体系,建立同业救助基金制度、存款保险制度和市场退出制度,以有效化解金融结构变迁中的区域金融风险。

The Framework Design of Regional Financial Safety Net in Financial Restructuring

ince four large state - owned banks can no longer maintain their monopoly in China, a new bank system has come into being which involves four large commercial banks as main body and many more competitive small and medium -sized banks. Curnently the existing problem are mainly concerned with the traditional regional financial safety net around the state credit. Therefore, a new regional financial safety net centered by small and medium -sized banks should be established and developed bringing the local government management into the precaution system as well as the salvation fund system. The insurance deposit system and market withdrawal system should be constructed in order to efficiently deal with the regional financial risks in course of financial restructuring.
