日本发展生态产业的动因分析

循环经济思想是可持续发展理论的延续和深化,具有较强的实践性和可操作性。我国政府通过国家工业生态园区试点建设,逐步推进区域层面循环经济的发展。日本生态产业起步较早,发展较为完善,因此本文在阐释其发展特点及生态产业园区管理模式的基础上,分别从环境、经济、政治、社会等角度出发重点剖析了日本发展生态产业的动因,并结合我国生态产业园区的实践情况,认为政府在制定发展政策时,应注意激励企业的自发参与精神,合理规制企业间竞争与合作的双重关系,并引导基层组织发挥积极作用。

Analysis of the Driving Factors of Japans Development of Eco-Industries

The idea of circular economy, which is considerably practical and appliable, is an extension of the theory of sustainabe development. By means of building national Eco-Industrial Parks (EIP), Chinese government has gradually facilitated the development of regional circular economy. A common knowledge is that eco-industries have been considerably developed in Japan. The article first researches on the developing features and the management patterns of Japan's EIP, and then analyze the driving factors of Japan's eco-industries from the perspective of environment, economy, government and society. The result suggests that it is necessary for the policy-makers to provide adequate incentives to improve the participation of companies, to balance cooperation and competition by means of regulations, and to guide the basic organizations to play active roles.
