建设有中国特色行政文化的路径选择

行政文化是行政机关及其公务员在行政管理活动中逐渐培育、生成的行政观念，行为模式，制度规范以及物质形态要素的总和，它是社会文化在行政体系中表现出来的一种独特的文化形式。不同的社会文化背景，不同的行政活动培育出不同的行政文化．行政文化反过来又会对政府机关工作人员的行政观念、行政行为甚至行政体制产生积极或消极的影响。加强现代行政文化建设，对于推进政府职能转变，加强廉政建设，调动公务员积极性，提高行政效率等方面有着非常重要的意义。中国虽然具有五千年文明史，有着非常丰富的行政与管理的思想，但中国传统的行政文化存在着“重个人修养轻制度安排”、“重人治轻法治”、“重层级节制轻民主参与”、“重维持轻创新”、“重形式轻绩效”等缺陷。建设有中国特色的行政文化需要从观念文化、规范文化、行为文化、物态文化等方面入手。
