| 摘 要： | 本文认为,在第四次、第五次森林清查期间,我国森林资源的吉尼系数已大大超过世界公认的吉尼系数警戒线,达到两极分化线;片面追求森林覆盖率,一是容易陷入统计陷阱,二是并不意味着实现山川秀美,不意味着生态状况步入良性循环,很可能会出现生态状况“贫者愈贫,富者愈富”的结果。文章提出,坚持科学发展观,将改善森林资源的分布相对均衡性要求纳入我国林业战略规划,大力挖掘土地潜力,依靠科技创新,改革体制和机制等改善森林分布的非均衡性。

| Abstract: | The author maintains that the fourth and fifth forest inventory showed that Gini coefficient of China's forest resources surpassed the warning line.S ingle-mindedly pursuing the high ratio of forest cover will lead to lots of prob lems.The author also puts forward that,to realize the balanced development of forest arrange,we should,first,adhere to the scientific outlook on development;second,bring improving forest resource arrange into our strategic plan;third,depent on technology innovation;and fourth,kreform the system and mechanism to change the current situation of imbalanced forest resources arrangement |
