矿产资源规划编制实施中存在的问题及建议

第二轮矿产资源规划在"定位把握、关系协调、实施管理"等方面存在诸多问题,解决这些问题,一是要各级各类、明确定位,做好矿产资源规划体系内的统筹衔接;二是调整完善矿产资源规划空间分区思路,与其他规划做好协调;三要建立矿产资源规划实施年度计划制度、完善规划动态调整机制;四是要加快规划管理体制机制改革,强化以规划为依据的政府宏观调控和监督管理职能。

Approaches to the Existing Problems in the Implementation of Mineral Resources Planning and Some Suggestions

In view of some problems occurred in the second round of mineral resources planning,which involve positioning grasped,relationship coordination,and implementation of management,this paper offers some specific methods: clearly defining all levels planning,and completing the overall planning and connections within the planning system of mineral resources;adjusting and perfecting space partition ideas of mineral resource planning,and coordination with other planning;establishing the system for annual plan of the implementation of mineral resources planning,perfecting dynamic adjustment mechanism of planning;speeding up the reform of system and mechanism of planning management,strengthening the government’s macroeconomic control and the functions of supervision and management based on planning.
