| 摘 要： | 根据 １９９８ 年我国洪灾的形成原因及特点， 分析森林植被的防洪作用， 包括防止水土流失、江河淤积、净化水源、改善水质、削减洪峰、调节水量等功能， 最后提出建立生态防洪堤坝的措施， 其中包括天然保护工程、森林植被恢复工程、坡地改造工程、小流域治理工程和绿色防洪堤坝建设的支撑体系。

| Abstract: | The large flood caused great damage in China in 1998 It brings great suffering to Chanjiang, Songhuajiang and Nenjiang basins The destruction of forest vegetation is one of the main factors to make the flood Forest is of great benefits for environmental protection and flood control functions: (1) soil and water conservation; (2) water quality purification; (3) water holding capacity; (4) avoiding fluviatile desposit; (5) reducing flood current; (6) adjustting water flows and so on Thus, some measures were proposed for future flood control works in this paper: (1) protecting project work of natural forest; (2) restoring project of forest vegetation; (3) transforming project of steep land; (4) harnessing project of river basins; (5) supporting system of green flood control dam They will be effective in flood control and Ewironmental pretection |
