试论信访制度改革的深化

我国新颁布的《信访条例》向法治方向迈进了一大步,但信访机构的责任追究主体依然是上级行政机关,监督者与被监督者都缺乏独立性,仍有进一步改革的必要。可以借鉴北欧国家的议会监督专员制,完善我国现有的信访制度,在制度设计层面理顺民意表达与政治监督的关系,实现公民政治参与的制度化和有序化,并最终建立符合我国国情的人大监察专员制度。

Try to Discuss the Deepen Reform of the Theory-letter Visit System

The new "letter visits regulation " that promulgated by our country have taken a large step forward to the direction of rule by law.But the superior administrative organ is still the main part of responsibility for letter visits organization.Both the surveillant and the supervisee lack independence and still have the necessity to make reform in further step.May refer to the parliamentary supervisor commissioner system of North European country,then to perfect the le visits system for our country.Straightens the relation between expresssion of public-opinion and political supervisor in system design lay;realize the institutionalization and ordering in the process of citizen political participation.Eventually establish the supervision commissioner system of the National People's Congress that accords with the national conditions of our country.
