| 摘 要： | 振兴东北老工业基地,客观条件对各级政府提出了新的要求,政府要成为服务型的政府,要变行政领导为服务,不要管得太多太细,更不要管自己管不了、管不好的事情,要找准政府在市场经济中的角色定位。即适应经济和社会发展的要求,更新观念,完善管理职能,从而达到振兴的目的。

| Abstract: | The objective conditions claim a new requirement to the governments at all levels that the government should be a type of service,should change the administrative one into a service one,should not manage what they can not do and should find their position in the market economy,that is adapt to the needs of economy and social development,renew opinions,perfect management functions so that the purpose of revitalization can be achieved. |
