我国收费公路价格结构规制的研究

摘    要:本文首先通过对收费公路需求与供给的分析,认为收费公路经营企业具备实施差别定价的条件,在此基础上分析了高峰负荷定价及二级折扣差别定价的合理性与可行性,最后提出了政府应该如何对收费公路价格结构进行规制,包括对高峰负荷定价行为和内部交叉补贴行为的规制。

Abstract:After the analysis of demand and supply of highway,this article concludes that highway enterprises have the favorable conditions for discriminative pricing.Based on this prerequisite,reasonability and feasibility of peak-load pricing and secondary discount pricing are analyzed,and the appropriate regulations for peak-load pricing and crossing subsidies by the governors are put forward on price structure.
