环首都低碳经济带建设构想

特殊的区位,丰富的新能源资源储量,使得环首都地区有必要也有条件率先成为我国发展低碳经济的试点地区。低碳经济带建设是解决京津冀行政隔离问题的有效途径,对于开创低碳繁荣的新局面也具有示范和样板意义。环首都低碳经济带的发展图景在于,以低碳作为发展的途径和手段,将环京津高新技术产业带、环京津休闲旅游带、首都上游饮用水源保护区整合为一体,将新能源、生态旅游、多功能林业、高端农业和循环农业等作为战略新兴产业。构建环首都低碳经济带的政策建议,一是加强宣传,纳入十二五规划;二是先行先试,形成长效机制;三是加快推进以生态和水资源为载体的补偿机制的建立;四是加强低碳技术储备和人才储备。
