技术非对称发展下的区域工业经济研究——基于省际面板数据

基于“再工业化”、供给侧结构性改革的背景下，本文运用2002～2014年的面板数据研究在省际自主研发和引进技术两种技术进步方式非对称发展下区域工业经济发展问题，研究表明：引进技术和自主研发都促进了西部地区工业经济发展，引进技术的促进作用更大，但是引进技术对区域经济发展存在“倒U型”机制，过度引进技术、忽略自主研发会陷入“引进——落后——再引进”的技术陷阱，且在“再工业化”国际趋势下，引进技术的边际收益变小，此外劳动力在模型中的作用并不显著，因此为快速缩小区域工业经济差距，现阶段西部地区应实行以引进技术为主、兼顾二次创新的技术发展战略，同时应注重制定因地制宜的人才激励政策，吸引本地人才回流。

A Study on the Regional Industrial Economy under Asymmetric Development of Technology——Based on Provincial Panel Data

Based on the re-industrialization and the Supply-side Structural Reform,by using provincial panel data during 2002-2014,the paper makes a research on the development of regional industrial economy with R&D and introduced technology asymmetrical.The result shows that introduced technology has more significant influence,while both R&D and introduced technology have promoted the development of industrialeconomy in the western regions.However,introduced technology has a mechanism of“inverted U”to the development of regional industrial economy.That is to say,ignoring R&D and only focusing on introduced technology,the economy will go into a trap——“introduce—fall behind—reintroduce”,and the marginal revenue of introduced technology is becoming smaller under the international trend of re-industrialization.Additionally,labor input is not significant in the model.Therefore,to narrow the regional industrial economic gap fast,the western regions should insist on the technology development strategy of“introduced technology first and secondary innovation considered”.At the same time,the government should also adopt appropriate talent incentive policies to attract local talents' backflow.
