In order to adapt the requests of finance and national treasury reform, the paper considers that various management works for finance payments should be paid much attention to, be arranged carefully and be made strict demands on, so as to ensure rational use of financial fund and smooth development of the business. According to the practice and taking Ministry of Land and Resources as a pilot example, it puts forward the measures required for specific operation.
