| 摘 要： | 经过多年的发展,我国已经形成了门类齐全的高新技术产业体系,初步具备了参与国际竞争的能力。但随着新一轮科技革命的迅猛发展,要想提高国际竞争力就必须在高新技术产业领域实现科技创新和体制创新,而其中的关键是明确政府定位。本文在参照国际经验的基础上,结合我国国情对这一问题进行了探讨。

| Abstract: | As a result of economic development for many years,a comprehensive system of the Hi-tech industry has come into being in China.But the international competition capability is rudimentary.With the rapid progress in international technological revolution,the innovation of technique and institution in China should be carried out to improve the competition capability.The government positioning is the vital factor. |
