| 摘 要： | 反倾销作为一把“双刃剑”，其实施在国际层面和国内层面都可能产生一定的负面影响，比如导致反倾销在全球范围内的滥用，国家间的报复行为，发展中国家总体贸易流量的减少等等。这些负面效应削弱了反倾销的保护效果，损害了社会总福利，甚至引发更多的问题。

| Abstract: | As a ＂double-edged sword＂, antidumping measures may have negative effects both at home and abroad, including abuse of antidumping, global retaliation and decrease on gross trade volume among developing countries. These negative effects will weaken the protection effectivenes, cause a decline on comprehensive social benefits, and will even lead to other problems. |
