| 摘 要： | 以微电子、计算机、通信和网络技术为代表的信息技术,已经成为人类社会进步过程中发展最快、渗透性最强、应用最广的关键技术.大力发展信息技术和信息产业,已成为世界各国科技、经济、军事乃至政治竞争的焦点,成为各国综合国力较量的制高点.20世纪50年代以来,美国的信息产业由小到大,发展迅猛,特别是80年代后期以后,美国通过以计算机和因特网为标志的信息革命,使信息产业一跃超过汽车产业而成为美国的战略性支柱产业,不仅造就了西方经济史上罕见的"新经济",而且由此增强了其军事、文化和政治力量.20世纪70年代以后,日本产业政策的中心课题就是将信息产业作为日本的战略性产业加以发展.20世纪80年代中期,印度政府采取了一系列政策措施大力扶持软件产业的发展,现已成为世界上仅次于美国的软件出口大国,被称为"世界软件工厂"和"信息技术超级大国".
