| 摘 要： | 制度的创新，需要动力，文章运用AHP法以草地资源产权管理制度创新动力为总目标，依据草原功能，选择经济发展、生态环境、草原文化、社会进步、管理制度五个准则层并设计相应内容层对产权创新动力进行评估，同时依据分析结果给出相关建议，以期有益于草原生态与经济的和谐发展。

| Abstract: | System power is needed to promote innovation, articles Applying AHP to grassland resources innovative power management system of property rights as the overall goal, according to the prairie func-tion, select economic development, ecological environment, grassland culture, social progress, manage-ment systems and design criteria layer 5 corresponding indicators layer evaluate innovative power of prop-erty rights, and gives recommendations based on results of the analysis in order to promote grassland eco-logical, economic, and cultural harmony. |
