| 摘 要： | 回顾了林业建设的成就,分析了林业的形势与任务,提出了林业在实现科学发展、建设生态文明、应对气候变化、解决三农问题中的四大历史使命。强调要从战略和全局的高度,做到五个必须,把集体林权制度改革推向深入。论述了发展现代林业,加强生态建设,要着力强化林业支持保护体系建设,切实优化林业改革发展的政策环境的政府主张,要求认真履行部门职责,形成支持林业工作的强大合力。
