The construction and management of parks in Vancouver,Canada, have achieved remarkable results in the world, whichbenefits from the unique system and management philosophy ofthe Vancouver Park Service. With its unique public participationmechanism, the Vancouver Board of Parks and Recreation hasplayed an important role in promoting and achieving a "greenand harmonious" urban environment. The paper introduced threetypical ways of public participation in community culture coconstruction,projects construction, and policy making, to explainthe administration mechanism and the method under the guidanceof "service for all people of the city, the community and theenvironment", for China to realize the goal of "people-oriented,shared development" to make a reference.
