环境信息披露网络特征及其对农业绿色全要素生产率影响

摘    要:开放经济下区域互动性提高,考察一个地区环境政策对农业经济效率的影响必须置身于与其他地区的关系网络中。基于2008—2019年重点城市污染源监管信息公开指数(PITI),采用社会网络分析方法考察了中国环境信息披露网络的整体结构,从网络点出度、点入度和耦合度三方面对各省在网络中的特征进行刻画,并采用空间计量模型检验环境信息披露网络特征对农业绿色全要素生产率的影响。发现中国环境信息披露网络结构演化是一个渐变过程,网络密度逐年上升,具有较强的自稳定性。网络点出度、点入度和耦合度对农业绿色全要素生产率具有显著、稳健的提升作用。文章证实了环境信息披露网络特征对农业发展绩效的潜在影响,对从空间层面更好评估环境政策的经济效应具有重要启示。

Abstract:With increased regional interaction in an open economy, examining the impact of a region's environmental policy on the efficiency of its agricultural economy must be situated in a network of relationships with other regions. Based on the Pollution Source Regulatory Information Disclosure Index of key cities from 2008 to 2019, the overall structure of China's environmental information disclosure network is examined using social network analysis, the characteristics of each province in the network are portrayed in terms of three aspects: network point-out, point-in and coupling, and the impact of environmental information disclosure network characteristics on green total factor productivity in agriculture is examined using a spatial econometric model. It is found that the evolution of environmental information disclosure network structure in China is a gradual process, with network density increasing year by year and with strong self-stability. The network point-out, point-in and coupling degrees have a significant and robust effect on green total factor productivity in agriculture. This paper confirms the potential impact of environmental disclosure network characteristics on agricultural development performance, with important implications for better assessment of the economic effects of environmental policies at the spatial level.
