Coverage Regulation of Public Service:Social Tradeoffs between Price and Quality

Due to differential preferences among consumers,the regulation of public service needs to coordinate not only the interests between consumers and producer,but also that among different types of consumers.This paper discusses the determination of public service coverage as a result of social tradeoff between price and quality of public service in different settings as well as its welfare effects on different type of consumers.
