公共选择理论与政府改革的“选择”

公共选择理论就是探讨政府选择的一种理论，是经济学方法在政治学领域的应用，主要研究公共决策的过程和结构。其实质就是政府通过具体的决策对各种各样的公共有效物品的供给问题和公共无效物品的克服问题做出决策。基于公共选择理论在政治产品、政治市场和政治民主三个方面的分析，政府改革应向三个方向发展：政治产品的效率——精政府、社会化；政治市场的秩序——立宪制、树规范；政治民主的价值——民主化、平民化。

Public Choice Theory and the Choice of Government Reform

Public choice is a kind of theory about the government＇s choice. Public Choice School mainly researches public decision-making processes and structures by methodology of economics. To solve this problem that how the Government supply a wide range of public effective goods, the essence of public choice theory is how the Government make decisions. In view of political analysis and suggestions of public choice theory in political product, market and democracy, government reform should be developed in three directions： as for the efficiency of the political product, the government should be streamlined and socialization; as for the order political market, the government should establish constitution and norms; as for the value of political democracy, the government should be democratic, civilian-oriented.
