| 摘 要： | 民主党派的参政议政是其作为参政党最重要的职能体现,参政是指民主党派人士担任政府中的实际领导职务、人大代表、政协委员,而议政则是对国家和社会政治生活中的诸多问题进行调研,发表议论、提出意见和建议。参政议政是民主党派在现有政党体制中的权力分享和运作过程,也是其政治参与的具体表现,参政相对于议政而言更具有制度化和规范化的特征。

| Abstract: | Non-Communist Parties＇ political participation is the most important function as participating parties, political partici- pation means to hold leading posts in the government, NPC member, CPPCC member, and discuss political affairs means to research, make comments, raise suggestions on the many problems of state and society, participate in the management of State affairs ,which are the power sharing and operating process under existing party system, to concrete their political participation, political participation op- posed to discuss political affairs is more institutionalized and normalization in the feature. |
