From the point of view of the world and our national economical development strategy in 21 century,the exploitation and construction have profound strategic signification. Take the views of the contradiction between habour current situations and needs as well as the development trend of the world Ocean shipping,the exploitation and construction have practical and economical value. The paper discussed Shanduou' s economical hinterland and its economical characteristics,and nrought out the scheme of planning and exploitation for the habour. The author suggests that we set about unitive planning,construction by stages so that Sanduao becomes a big worldwide deepwater port with multiple areas in a habour and complete functions.
