土地征用制度存在的问题及其对策

我国当前土地征用制度一定程度上损害了农民利益，制约和阻碍了农村社会发展。本文详尽分析了我国现行土地征用制度存在的一系列问题，如：土地征用程序不规范，限制农民参与权，征用补偿弊端，侵害了农民的利益；“公共利益”界定不明，地方政府滥用征地权；土地所有权主体不明，补偿收益主体不明；土地征用缺乏科学规划，土地浪费严重等。针对这些问题分别提出了相应对策，以期有利于促进我国土地征用制度的改革和完善。
