| Abstract: | With the development of Chinese economy, the industry upgrade becomes more urgent. Yet the realities of china determined that labor-intensive industries could not be abandoned, and it is the same important as technology-intensive industries and capitalled industries. Chinese dual economic structure requires that the development of industries needs grads transfer, and that the West Regions and the middle regions should be treated differently. |
