Government Employments are the special Economic men.From the perspectives of"economic man",diachro- nic system,social contract theory,initial division of labor and process of division development,the economic human na- ture of government employments has to have a boundary,its development should tally with the laws:"non-market"in function space,"contracted"in its range with each passing day,meeting the conditions of approaches' anity and strong social character.Understanding and using these law properly is significant for improving comprehensive perfor- mance of the basic public services and building a harmonious society:not only can effectually set up the competition mechanism and the restrain mechanism that are in connection with government employments,but also can effectively promote the development of democracy.
