| 摘 要： | 失地农民集体上访已经成为影响社会稳定的突出问题之一，上访的焦点之一是土地征收补偿的分配，解决问题的关键是确定补偿受益资格。土地征收补偿受益人应同时符合两个条件：一是具有本村户籍，二是履行集体经济组织成员的义务。

| Abstract: | Farmers of lost land collective to seek help from the authorities became one of a very serious problem to influence social stability. The foucus about appeal to the higher authorities for help is compensation funds for land expropriation The key is to confirm beneficial qualification about compensation. To become beneficial subject about compensation funds for land expropriation should contemporary to require two basic conditions. The one is to have this village household register, the other is to perform collective economy organizations member＇s duty. |
