上海建设节约型城市的思考

上海建设节约型城市是资源稀缺、资源禀赋不均和经济外部性条件下城市发展的必然选择，是实现经济可持续发展与循环经济的客观需要。上海在资源利用尤其是能源、水资源、废弃物处理上存在诸多问题，需要实施一系列节约型社会对策．要努力实现节能减排目标，走循环经济和可持续发展之路，提倡绿色生产和绿色消费，并通过完善市场机制和加强法制保障来努力建设节约型城市，践行科学发展观。

Considerations on Constructing Shanghai as a Resource-efficient City

It is an inevitable choice for Shanghai to develop to be a resource-efficient city under the conditions of resource scarcity, imbalance of resources endowment and economic externality; it is also the objective need to achieve economic sustainable development and circular economy. At the present, various problems exist in resource utilization in Shanghai, especially on the utilization of energy, water resources and waste disposal. In order to resolve those problems, a series of strategies should be taken as following： saving energy and reducing emission, building circular economy and sustainable development, encouraging green production and consumption. Meanwhile, perfecting market mechanism and enhancing legal system are also crucial to guarantee the construction of resource-efficient city and to implement the scientific development outlook.
