事业单位绩效工资改革:内在价值体系及政策建议

摘    要:事业单位绩效工资改革具有必要性和可行性。文章认为,事业单位绩效工资改革应把公益性服务作为总的绩效及其评价的"旗帜"和"标杆",分门别类核定各事业单位的绩效工资总量,实施全面的绩效管理,并正确处理效率和公平的关系问题。在具体的手段上,要做好绩效工资改革的基础管理工作、建立科学的事业单位绩效评价机制、落实推行绩效工资的财务管理并强化推行绩效工资的社会监督。
