| 摘 要： | 本文针对货币政策和财政政策的区域和产业效应,运用1978—2009年我国东、中、西部地区共31个省市自治区的面板数据,采用面板协整检验和固定效应模型进行了实证分析。结果显示:货币政策在东部地区的产业结构调整效应很强,主要表现为对第三产业的效应,而财政政策对第三产业的效应有待提高;货币政策和财政政策在中部地区的产业调整效应很弱;货币政策和财政政策在西部地区对第二产业的效应较弱,而对第三产业的效应较强;三个区域内货币政策和财政政策的协调搭配效应,都表现得不甚理想。据此,本文给出了实证结果的制度致因,并进一步从探索区域性差异化的货币政策、优化地方财政支出结构和构建开发性金融与财政的协调互动机制等方面,提出了相应的政策建议。
