低碳时代制约中国减排的关键性因素分析

温室气体减排具有正的外部效应,若无有效的约束机制,各国政府是不愿单独承担减排责任的。文章通过一个简单的博弈论模型对发达国家和发展中国家减排策略的选择进行分析,发现博弈的最终结果必将是碳减排时代的到来。然后通过对中国的基本国情进行分析,对比中外的减排环境发现：减排理论的缺失,经济结构特征,能源储备和消费结构以及减排技术水平将成为制约中国减排的关键因素。
