| 摘 要： | 以农民工和失地农民为代表的城市新市民在市民化过程中,将会实现从乡村文明向城市文明的整体转变。面对规模巨大的农村劳动力转移,如何破解广大农民市民化问题,已经成为当前我国统筹城乡经济社会一体化、促进人的全面发展的新课题。文章从人的发展经济学的角度,分析了我国农民市民化的内涵和农民市民化进程中的制约因素,认为在农民市民化过程中促进人的全面发展的重点在于完善包括户籍制度、农村土地制度和社会福利制度等在内的制度安排,加大教育投入、全面提高新市民素质和大力发展休闲产业。
