西部国债政策研究

西部大开发以来，国债政策较好地促进了西部经济增长和结构优化，但存在国债资金使用效益低下、债转贷资金归还难、债务风险较大以及积极财政政策淡出带来的资金短缺等问题。近期内国债政策仍然是促进西部经济发展的主要手段。应严格国债资金管理，发挥国债资金导向作用；改革债转贷制度，允许有条件的地方政府发行公债；并有效防范和控制地方政府债务风险。

Research on national debt policy in western China

The author in this article analyzes that economic quantity has been increased and economic structure has been optimized with the back of national debt policy since Grand Development to the West of China. But there are such problems as the ineffective use of N. D funds, the difficult returned N. D funds which is re - loaned, the possible risks brought by large scale of N. D, and the funds shortened for the fading out positive fiscal policy. Some conclusions are reached that N. D will be still the optimal choice sustaining GDWC in the near future after the fading out of positive policy; N. D re - loan system be reformed and local government debt be allowed in these regions where there are necessary conditions, and taking measures to prevent and control the debt risk.
