走出误区 深化认识--深入解读"技术性贸易壁垒"

国际贸易中技术性贸易壁垒，给入世后的中国外贸持续稳定的发展，带来了越来越严峻的挑战。深入地解读技术性贸易壁垒，走出某些认识的误区，是我们制定和实施正确、积极应对措施的前提。针对近几十年来出现的技术性贸易壁垒，绝大部分都符合世界贸易组织“游戏规则”的实际，只有真正注重我国经济和外贸发展的质量与效益，切实提高我国各行各业的生产和服务的技术水平，提高和加强各类产品的质量、技术和环保的标准，生产出达到甚至超过国外“技术标准”的产品，从根本上“跨越”国外的技术性贸易壁垒，才能拥有更大的国际贸易“领地”。

Interpretation of "Technical Trade Barriers"

Technical barriers in international trade have become austere challenges to China in its foreign trade development. The paper argues that to have a correct understanding of technical barriers is the prerequisite for Chinese enterprises to institute active responding countermeasures. The paper points out that the technical barriers in the past scores of years have been in conformity with the game-rules of the WTO, and that in order to effectively span over the overseas technical barriers the Chinese enterprises have to attach great importance to improving the quality of exports, to upgrading their production and services, and to enhancing the standards of their products, techniques and environmental protection so as to produce products with technical criteria with technical criteria which may reach or even surpass those of overseas enterprises.
