地质调查预算定额体系构成及面临主要任务

通过预算定额标准内涵分析、服务领域分析、项目管理需求分析和定额标准组织管理过程分析，地质勘查预算定额体系由定额标准组织管理体系、预算标准体系及定额标准数据支撑体系三大方面构成，具体包括：定额基础理论方法研究，定额标准的研究制定，定额标准的使用情况评估，定额标准的动态调整优化，基础定额及相关技术经济参数的采集分析等。当前面临的主要任务：加强跟踪评估组织体系建设，探索新时期定额工作组织管理体系；坚持长期性、日常性跟踪评估工作，促进现行预算标准的修订、补充和完善；开展基础定额数据核查核定，夯实预算定额数据基础；以有为主、逐步完善，促进地质调查定额体系建设的完整性。

The Composition of Geological Survey Budget Quota System and the Chief Tasks

Through analysis of the budget quota standards connotation, service scope, project management requirements, and organizational ＆ managerial process of quota standard, this paper gives a conclusion that geological exploration budget quota system is composed of quota standards organization and management system, budget standard system and quota standards data support system; which includes quota basic theory and method studying, the study and setting of quota standards, the evaluation on usage of quota standards, the dynamic adjustment and optimization of quota standards, collection and analysis of basic quota and related technical and economic parameters. On this basis, this paper introduces the current main tasks, these are： strengthening the building of organization system of follow-up assessments and exploring organization and management system of quota work in the new period; holding on longevity and daily follow-up assessments aimed at promoting the revision, complement and improvement of the current budget standard; carrying out the verification for the basic quota data so as to strengthen the budget quota data base and promote the Integrity of the construction of geological survey quota system.
