对华山风景名胜区管理体制变革的制度分析

本文以华山景区改革开放以来经历的多次体制变革为事实依据 ,经过理论上的辩析和论证 ,提出了这样 3个基本观点 :1.在特定历史条件下景区从公益型管理向经营型管理转变是一种制度进步 ;2 .我国景区在体制改革中应普遍推行统一管理制模式 ;3.现阶段景区在政府行业管制下实行企业化经营可以有效地提高景区投融资能力和促进景区基础设施建设 ,从而保障国家对景区资产的所有权收益。

An Analysis of the Change of Managerial System in Huashan Mountain Scenic Area

In this thesis, based on the facts of a series of system reform that has undergone in the scenic area of Huashan Mountain since China's reform and opening to the outside world and combining the theoretical analysis and exposition , the author puts forward three basic views: 1. It is an improvement in system that the management of scenic areas has transformed from the type of public welfare to the type of operational management under specified historical conditions. 2.The united model of managerial system should be universally carried out in the scenic areas. 3. At present, running an enterprise on commercial basis,the ability of investment and circulation of monetary system could be achieved effectively , thus promoting the construction of infrastructure, and ensuring the government to have financial rewards from the ownership of assets in scenic areas.
