乡村草根组织与社区公共生活——以福建乡村老年协会为考察中心

社会主义新农村建设需要增强农民自身的自我组织能力,除了重视村民自治组织的发展之外,还应当引导乡村其它社会与经济组织的发展.福建大多数乡村都有地方政府推动成立的老年协会组织,老年协会的存在使得传统的宗祠与村庙组织有了合法化的外衣.福建乡村老年协会是"草根型"的民间非政府组织,拥有较丰富组织资源,该组织除开展老人福利互助与维护老人权益之外,还兼办社区公共文化娱乐活动与其它公共事务,丰富了社区公共生活,是村委会的必要补充.

The Rural Grass rooted Organization and the Community Public life:Centered on the Rural Senior Citizen Association in Fujian

The construction of new socialist countryside needed strength the peasants' abilities of self-organization.Besides paying attention to the development of villager's autonomy organization,it should lead the development of other rural social and economic organization.There existed senior citizen association driven by the local government in most rural areas in Fujian and their existence made the traditional ancestral hall and temple legal. The senior citizen association is a grass-rooted,folk and non-governmental organization with rich organization resource.Except the mutual assistance of the aged warfare and upholding the aged right and interests,this organization also developed the community public culture and entertainment activity and other public affairs which enriched the community public life and became the necessary supplement of village committee.
