| 摘 要： | 反思当前的社会救助，存在法律体系不完善、管理制度不健全、筹资机制不科学和覆盖人群有盲区等缺陷。在遵循法定救助全面覆盖、积极而为量力而行、统筹兼顾注重公平、保障生活综合救助等原则的基础上，通过加快社会救助法制化进程、创新管理体制、完善筹集渠道、积极促进就业和完善社会保险及社会福利等途径构建我国新型社会救助体系很有必要。

| Abstract: | Concerning the current social assistance, there are such deficiencies as imperfect legislative system, imperfect regulations ; unreasonable funds raising system and so on. The paper puts forwards principles to follow, such as lawful assistance and whole coverage, being proactive and centering on the fairness, and ways to construct the new type social assistance in China, which will be of great necessity to social and economic development in China. |
