成都市统筹城乡经济社会发展进程中财政政策研究

理论和实践两个方面讨论成都市地方财政支持城乡统筹发展，消除城乡二元结构，推进城乡一体化进程问题。论文分析了成都市地方财政支持统筹城乡发展的现状和主要矛盾及其原因。认为成都市地方财政支持统筹城乡发展的政策选择和路径：一是加大财政投入。建立城乡一体化的公共财政框架和财政支农资金稳定增长机制；加强农业农村基础设施建设；加大农业科技投入;推进农业产业化经营;加大对农村教育的投入。二是提高农业自我发展能力。推进农业产业结构调整；鼓励发展专业合作组织。三是构建城乡一体化的行政管理体制。四是建立新型的城乡财税管理体制。

Research into financial policy of Chengdu City in the process of overall urban-rural social and economic development

From the theoretical and practical angle, this paper discusses how Chengdu local finance supports overall urban-rural development,eradicating urban-rural dual structure and promoting urban-rural integration process,analyzes current situation,main contradictions and reasons for Chengdu local finance to support overall urban-rural development,holds that the policy selection and path of Chengdu local finance's supporting overall urban-rural development are increasing financial investment,establishing integrated public financial framework and stably increasing mechanism of financially supporting agriculture capital,consolidating infrastructure construction of agriculture and villages,increasing scientific and technological investment in agriculture,promoting industrialized management of agriculture,increasing education investment in countryside,improving self-development ability of agriculture,promoting agricultural industrial structure adjustment,encouraging development of specialized cooperation organizations,constructing integrated urban-rural administrative system and establishing new urban-rural management system of finance and tax.
