| 摘 要： | 公众参与环境保护得力量,是一种蕴藏着巨大潜能的力量,也是一种可持续发展的力量.在哈尔滨进行的公众参与环境保护问卷调查表明,广大公众对环境保护问题越来越关心.参与环境保护的积极性也越来越高.但是,从中凸显出来的公众参与环境保护的法律法规不健全、环保NGO组织发展滞后、公众参与渠道不畅等问题也亟待解决.应建立健全环境污染和环保问题相关法律制度,加大力度发展民间环境保护组织,促进对我国公众环境权的确认,提高公众的环境保护意识,完善公众参与环境保护的相关制度,进一步推动环境保护事业的发展.
