| 摘 要： | 以准公益型水利事业单位兴办企业的实际情况为依据，重点从企业的科技含量、技术水平、资金运转、市场竞争力以及与管理单位之间的关系等方面分析了水管单位在兴办企业及企业经营管理中存在的主要问题，针对这些问题，提出了准公益型水利事业单位如何办企业，如何理顺与事业单位之间的关系；如何完善和出台准公益型水利事业单位兴办企业的分类管理办法与优惠政策的建议。
