| 摘 要： | 以可竞争市场理论为核心的自然垄断现代观点,对政府授予自然垄断以垄断特权的规制政策的基础提出了前所未有的挑战。对垄断性行业的各类业务按强、弱自然垄断性进行区分,按照分类规制的原则,结合我国有代表性的垄断行业自身的特点,可以显示出对垄断性行业进行分类规制的必要性、可行性。

| Abstract: | The theory of contestable market is the core of modern view of natural monopoly.It challenges the reasonableness that maintains industral monopoly with regulation.On the basis of the theory of contestable market,this paper takes Chinese telecommunication industry as an example,analyzes the conditions of regulation and deregulation natural monopoly as well as the feasibility of differentiated regulation policy. |
