摘 要: | 系统分析应对日益复杂的国际局势下外界遏制战略的影响是科技创新和产业领域面临的重要问题之一,也是制定防范化解“重大科技风险”的产业政策、全面应对外生冲击的重要前提。为此,需要以透析关键核心技术壁垒的影响逻辑为基础,以双循环格局和总体国家安全观为指导,系统组织产业全生态力量,建设具备前瞻性、及时性、有效性的产业全生态安全。

Abstract: | Systematic analysis to deal with the impact of the external containment under the increasingly complex international situation is one of the important issues in technological innovation and industry development, and it is also an important prerequisite for formulating industrial policies to prevent major scientific and technological risks and deal with exogenous shocks. Therefore, it is necessary to analyze the impact logic of key core technology barriers, and based on the guidance of the double cycle pattern and the overall national security concept, systematically organize the industrial ecological strength, and build forward-looking, timely and effective industrial ecological security. |
