Technology policies and strategies for developing countries: lessons from the Korean experience

Abstract:Industrial developement is a process of acquiring technological capabilities in the course of continuous technological change. Korea has made phenomenal growth in accumulating technological capabilities in the past 30 years. Despite is current financial crisis, it has a strong technological base to expand the modern sectors efficiently. This paper presents two analytical frameworks-technology trajectory framework and technology policy/strategy framework-which may be used as tools to analyze technology policies and strategies in developing countries. It then discusses implications of the Korean experience for other developing countires.
