煤碳资源有偿使用制度研究

煤碳资源是国民经济的重要生产资料,是我国重要的矿产资源之一。随着国民经济的快速发展,煤碳资源供需矛盾逐渐加剧。建立和完善煤碳资源有偿使用制度,有利于煤碳资源的合理开发和利用,保护生态环境,促进国民经济持续、快速、健康的发展。本文研究煤碳资源的有偿使用主要针对有偿使用所缴纳的相关费用,对有关资源税不作详细研究。通过对煤碳资源有偿使用制度的现状、煤碳资源有偿使用制度存在的问题等进行深入分析,寻求建立和完善煤碳资源有偿使用制度应采取的政策措施。
