| 摘 要： | 随着我国城市建设步伐的加快和城市人口的急剧膨胀,各种公共安全事故发生的频度和程度迅速增加,使得城市的可持续发展受到严重威胁,城市公共安全面临空前的挑战.城市基础设施建设时进行公共安全规划势在必行.文章从事故防御和事故应急诸方面讨论了城市规划建设时应注意的问题及应采取的措施,分析了公共安全规划理论对我国城市规划建设的基本要求,提出基础设施建设中进行公共安全规划的方法.
